Components & Activities


The PACE Project has three components:

  1. Financial services for microenterprise: The project will strengthen further the Microenterprise Program of PKSF and will provide sustainable financial services for the expansion of microenterprises (farm, off-farm, trading and service sectors). The outputs of this component are: a) expansion of microenterprise loans for various sectors (e.g. agriculture, off-farm, trading and services); b) piloting of new loan products; and c) capacity building of PKSF and POs in designing and developing of new financial products, monitoring, evaluation and impact assessment of ME program and application of information technology in management of POs.
  2. Value Chain Development: Under the Value Chain Development component of the project, PKSF will make value chain interventions in various farm, off-farm and service sectors to help upscaling business, adoption of appropriate technologies, enhance productivity and ensure access to markets in a sustainable manner. The outputs of the component are: a) establish and expand value chains of 15 agricultural subsectors (products or group of products) in various parts of the country; b) establish and expand value chains for 15 non-farm manufacturing, processing and service subsectors (products or group of products) in various parts of the country; c) strengthen capacity of PKSF and POs to manage large-scale value chain subprojects; d) enhance capacity of PKSF and POs to identify, advocate and strengthen pro-poor business policies, especially sector specific policies; and e) set up an internet based platform to transact products of microentrepreneurs.
  3. Technology and product adaptation: The project will introduce proven technologies and products (agricultural and off-farm) from Bangladeshi and international sources to the microentrepreneurs. The outputs of this component are: a) resolution of technological problems identified under Value Chain Development component; b) adaptation and dissemination of proven technologies and products; and c) provision for technical assistance.

 

Implementation Status

PKSF has been implementing PACE project since January 2015. Through this project, PKSF is receiving financial support from IFAD to strengthen and expand its Agrosor (Microenterprise) program. PACE project is providing financial and nonfinancial services to micro-entrepreneurs all over Bangladesh under its three interrelated components viz. Financial Services for Microenterprises, Value Chain Interventions and Technology & Product Adaptation. Currently, the project is providing financial and nonfinancial services and support to 1,584,506 microentrepreneurs and other project participants. 

1. Financial services for Microenterprises: As of Dec 2018, a total of 1352442 microentrepreneurs were brought under the financial services through the partner organizations (POs) of PKSF. The microentrepreneurs enrolled in the program are receiving up to BDT 1.0 million for their enterprises according to their business needs. The entrepreneurs are investing the loan in different economic activities under four major sectors: Trade, Farm, Processing and Service. The current average loan size is BDT 108,000. The recovery rate is 99.61% and 99.47% at PKSF to POs level and POs to member level respectively.

PACE has attempted to diversify Microenterprise Loan products considering the needs of different types of entrepreneurs. Two new financial service products: Start-up Capital and Lease Financing are now being piloted in different regions of the country through selected partner organizations. The young people with business skill and entrepreneurial ideas are getting financial services for their new ventures under the Start-up Capital Loan and the entrepreneurs require expensive fixed assets for business expansion are acquiring assets under the Lease Financing. These two new financial products could be replicated through all eligible partner organizations (POs) all over the country after successful completion of piloting.

Furthermore, PACE project extends skill development training for the entrepreneurs to increase their productivity in respective trades and to enhance their accounts keeping financial management skill. So far, a total of 1850 microentrepreneurs have received skill development training.

 

2. Value Chain Development Interventions: PACE project has been implementing value chain sub-projects in different farm and non-farm sub-sectors. So far, 50 value chain sub-projects have been taken in different regions of the country to untie the knots exist in their value chains. As many as 2,32,064 entrepreneurs and farmers are now receiving various technical, technological and marketing supports through these sub-projects. E-platform: PKSF has engaged two ICT organizations namely MARS solutions ltd. and Ethics Advanced Technology Ltd. (EATL) for establishing an e-commerce platform to facilitate online marketing of the products of microenterprises and to set up a knowledge window to share knowledge documents with various stakeholders including microentrepreneurs. Besides, an a software application has been developed to facilitate online Result Based Monitoring (RBM) of PACE project and Agrosor Program of PKSF. These activities are being carried out under the Korean Grant Fund associated with the project.

3.Technology and Product Adaptation: PACE project provides support for the transfer of technologies in order to overcome technological constraints in different potential economic sub-sectors. So far 17 technology transfer sub-projects have been taken to transfer proven technologies in different farm and non-farm sub-sectors. A total of 20,273 farmers/entrepreneurs are receiving technological supports under these sub-projects. The list of technology transfer sub-projects is given below:
